Safety is a route
HSE is not the last line of someone else’s brief.
The index lists HSE engineers, and the field note listed an HSE student with the operators. Safety seats are read on their own route so they are not shaved down to a certificate line on an operator ticket.
The desk still asks for the asset. A safety officer for a commissioning team is not a safety officer for a producing plant. The route keeps that question in the open.
No page here enrols a person onto a crew. The journal is how the practice explains the cut.
